Dr. York Chow Yat-ngok

Dr. York Yat-Ngok Chow is an orthopaedic surgeon with extensive experience in healthcare, public service, and leadership.

He served as a Senior Consultant Orthopaedic Surgeon in Hong Kong’s public hospitals from 1983 to 1992 before taking on a number of senior management roles within the Hospital Authority. Between 1992 and 2004, he served as Hospital Chief Executive of Queen Elizabeth Hospital and Queen Mary Hospital, and later as Cluster Chief Executive of the Hong Kong West Cluster of the Hong Kong Hospital Authority.

In 2004, Dr. Chow was appointed Secretary for Health, Welfare and Food of the Hong Kong Special Administrative Region Government. Following the government reorganisation in 2007, he continued to serve as Secretary for Food and Health until 2012, contributing to the development of multiple healthcare and public health policies in Hong Kong, including the anti-smoking laws, food safety laws and standards, electronic health record system, healthcare voucher scheme, health insurance and medical facilities planning, and established collaboration and joint policies with the Mainland government.

From 2013 to 2016, he served as Chairperson of the Equal Opportunities Commission, promoting equal opportunities and inclusion within the community.

Since January 2017, Dr. Chow has been serving as Chief Medical Officer and Corporate Advisor at AIA Hong Kong & Macau.
